Mr. Neville 'Cap' Jules is one of the most important and influential figures in the Pan world today. Born on May 21st, 1927, in East Dry River, Port of Spain, this eighty year old pioneer, innovator, arranger, noted leader and founder of the legendary Trinidad All Stars, formerly called Trinidad All Stars Philharmonic Orchestra (T.A.S.P.O.), contributed a great deal to the development of the pan and the history of Trinidad and Tobago. Inventor of the 'tune boom', a biscuit drum with four notes; the 'caustic soda' drum; the Grundig; the Cuatro pan, known today as the guitar pan and the 'Chaguaramas bass' on 55-gallon drums, Neville still continues to play a very active role throughout the Steelband fraternity, both nationally and internationally. With a long list of achievements behind the band, Trinidad All Stars still continues to be one of the highest-rated steelbands in Trinidad and Tobago. The band is also internationally recognized for its high standards, not only in the area of excellent performance, but also in arranging and discipline, just to name a few. For those who know 'Cap' would also know that discipline is one of his key signatures.

On Friday 26th May, 2007, Mr. Jules shared his experiences about the history of the Steelpan with Trinibagopan.com.
